据外媒周三(3月18日)报道，石油输出国组织(OPEC)寻求俄罗斯等非OPEC国家一道减产的努力几无进展，甚至制裁解除后伊朗原油出口可能增加的前景也不太可能增强双方的合作。此前OPEC与非OPEC国家原计划本月举行的会谈，现在似乎也搁置了。
俄罗斯能源部长诺瓦克(Alexander Novak)称，“原来我们一直打算在3月会面，但迄今没人主动提出此事。现在市场形势平静了一些。”据海湾一个产油国的代表，OPEC仍然坚持其立场，如果外部产油国愿意配合，才可能考虑减产。该代表称，“如果大型非OPEC产油国愿意真正合作制订减产计划，不仅是说说而已，而是拿出实际行动，那么OPEC可能作出决定。”
如果伊朗同世界大国就核问题达成协议，为提高伊朗石油供应铺平道路，进一步打压油价，那么这一问题有可能进入产油国的讨论议程。
