据外媒报道，多名官员表示，美国总统奥巴马与欧洲领袖日前向俄罗斯发出警告，称如果俄方进一步违反乌克兰停火协议，他们已经做好加强制裁的准备。
报道称，当地时间3日，奥巴马与英国、法国、德国、意大利以及欧洲理事会领导人进行了视频会议，会后声明发出这番警告。
“如果进一步违反明斯克协议，领导人将做好决定进一步制裁的准备，”欧盟的一份声明表示，这项声明也获得德国总理默克尔发言人的呼应。
法国总统奥朗德办公室则表示，领导人们已同意如果出现严重的违反协议行为，那么“国际社会的强烈反应”是有必要的。
美国也表示，目前仍在考虑向乌克兰输送武器的可能性。
