欧洲央行周四一如预期宣布维持政策利率不变，其将主要再融资利率维持在0.05%不变，同时将边际借贷机制利率和存款利率分别维持在0.3%和-0.2%不变。
德拉基在新闻发布会上称，欧洲央行将密切关注通胀风险，如果物价稳定前景恶化，欧洲央行会采取行动，必要时将动用一切政策工具；未来几个月通胀将持续在低位，预计通胀将在年底上升，2016和2017年通胀率将进一步上升。
德拉基表示，欧洲央行将坚定执行资产购买计划，欧洲央行措施正在为经济增长做贡献，并且近期市场的不确定性未改变经济前景。欧洲央行将关注中期通胀趋势，量化宽松将持续到通胀率产生持续调整。
关于欧洲央行的QE计划，德拉基表示，量化宽松进展顺利，欧洲央行已经加速了QE购债，在5月/6月加速购买30亿欧元，7月略少；收到将企业债券加入QE购买行列的要求，但不希望将私有领域部门纳入量化宽松计划。希腊QE资格取决于债券评级，欧洲央行不能购买一个处于评估期国家的债券；只有对希腊进行成功的评估后，才有可能将希腊纳入到QE的购买中来。
德拉基称，最新的经济数据表明，央行的政策效力持续传导至经济，欧洲央行预计经济复苏将扩大范围；自6月来所获得信息基本符合预期，信贷动能有所改善，对非金融企业的贷款有所减弱。
德拉基称，市场波动没有改变中期CPI前景，欧洲央行政策避免了CPI的二次效应，另外关于希腊退出欧元区的谈论，并没有对欧元区的经济稳定造成影响。
