同时纪要表现出两大顾虑。顾虑一：美元走强是持续拖累工业产出的一大原因。顾虑二：海外经济风险，而希腊债务危机被指是重大忧虑。纪要显示，许多官员担心希腊会导致欧元区金融动荡，可能波及美国。几名官员不确定希腊债权人是否会达成协议。几名官员提到关于希腊和中国的不确定性。
同时，美国财长雅各布·卢周三(7月8日)表示，中国股市的暴跌没有立即给美国经济造成风险，其同时敦促中国政府继续努力向市场力量开放这个全球第二大经济体。他强调，美国将会密切关注中国股市大跌，并希望市场巨震不会影响到中国经济转型时间表，并指出这一突然爆发的问题可能影响到中国长期经济增速。
不过，道明证券首席美国利率和经济学家Eric Green在报告中写到，现在就断定希腊、石油和中国股市的风险会改变美联储9月加息步伐或许“为时过早”。
