经历过五个月的艰苦谈判后，欧盟执委会、欧洲央行和IMF官员对齐普拉斯发出最后通牒，要求他最晚在周四上午拿出可信的改革方案。
然而有关官员透露，齐普拉斯在与容克、德拉吉和拉加德会面时，却掏出一份报告，要求立即承诺对希腊实施债务减免。
债权方拒绝讨论减轻希腊债务负担一事，除非后者采纳并实施现有救助计划中承诺的经济改革措施。
外交人士称，贷款方的这种策略说明，他们对齐普拉斯拒绝接受养老金、就业市场、薪资与税收政策改革感到恼怒。这些改革举措已经越过了左翼激进联盟党(Syriza)自己宣称的“红线”。
希腊官员表示，该国政府已经作出了让步，提出可以增税并削减养老金，但贷款方不断下调希腊所提出每项措施可能筹得的资金估值，这让该国难以拿出可接受的方案。
态度强硬的奥地利财长Hans Joerg Schelling称，达成协议的最后期限是周日，而下周一德国议会就必须决定是否批准拨付救助款，让希腊能够及时偿付IMF贷款。
