美联储(FED)周三(6月3日)发布的褐皮书指出，4月初至5月底，美国经济活动扩张，且预计经济将在原油和天然气投资持续减少的大背景下继续以“温和”至“适度”的步伐增长。
报告发布之际，美国经济正在为获得坚实的基础而苦苦挣扎，而美联储也正在考虑收紧货币政策。美国第一季度国内生产总值(GDP)萎缩0.7%，亚特兰大联邦部门预计二季度增长1.1%，但最近几天发布的数据表现较好，GDP增长速度趋于上升。
华尔街预计美联储将在2015年加息，这将结束2008年底以来的近零短期利率。
“美联储正看到经济不断好转，足够的数据支持将令美联储可以在今年晚些时候加息，但6月会议上不会加息，”债券巨头太平洋[-1.13% 资金研报]投资管理公司(Pimco)全球战略顾问Richard Clarida向CNBC记者表示，“我预计最有可能在9月首次加息。我认为(延迟)到2016年将会遇到非常高的障碍。我预计劳动力市场持续改善，今年晚些时候通胀将达到美联储2%的目标。”
美联储将密切关注周五的非农就业报告亦从中寻找就业水平和新增就业岗位线索。失业率维持在5.4%，但通货膨胀仍较低。
“报告期内的就业水平略有改善，”褐皮书称，“工资小幅上涨。价格持稳或有所上升，虽然一些地区制造商指出输入价格有所下跌。”
褐皮书发布之后，股票收益率上涨，但债券收益率虽然较日内高点有所回落，但依然处在高位。
褐皮书“给我的印象是证实美国经济正温和增长，这将允许美联储开始着手加息，”日兴资产管理公司(Nikko Asset Management)首席全球策略师John Vail在电话采访中表示，“这对美联储而言已经足够好了。”
而低油价仍然给经济带来混合性影响，大部分地区的消费支出的确有所上升。商业和住宅房地产价格较高，贷款需求也在上升。
“报告中的大多数地区零售支出都有所增加，经济前景积极，零售商预计2015年销量将持续增长，”褐皮书指出，“汽车销售总量有所增加，在汽油价格较低的一些地区，卡车和SUV的销量增加尤其明显。”
制造业活动受到一些打击，不过报告中的12个地区中的大多数地区的制造业都趋于稳定或逐渐增加。就业市场方面，2015年就业人数增长比上年有所减缓，但美联储官员认为就业市场增长势头强劲。
