据路透社报道，希腊给外部世界造成的威胁可能有所减弱，但本周能否就其经济改革计划达成协议，使希腊能够获得救助资金并避免违约，仍将是全球关注焦点。
欧元区各国财长周五在拉脱维亚首都里加开会，各方都表示避免希腊破产的时间不多了。但由于希腊政府尚未拿出可被国际债权人接受的改革计划，达成协议的希望非常渺茫。
德国上周表示，预期本月欧元区各国能够提供新的金援是不现实的。
“我们如何能够就一份积极的计划达成协议，还没有人理出头绪，”德国财政部长朔伊布勒表示。
希腊总理齐普拉斯竞选时承诺结束撙节举措，上任后也不愿推进其前任同意的养老金和就业市场改革以及私有化。这些改革在政治上非常敏感。
希腊政府目前正接近现金告磐，处境非常危险。
官员对路透表示，希腊需要动用整个公共部门中所有剩余现金储备，总计约为20亿欧元，以便在月底支付公务员工资和养老金。
如果在里加的协商不能达成协议，希腊可能很快就面临选择，要么把钱用来支付上述开支，要么偿还即将到期的债务。希腊必须在5月向国际货币基金组织(IMF)支付近10亿欧元资金，IMF已经明确表态不会接受延期支付。
“我们目前认为希腊退出欧元区的可能性有40%，而且这种可能性仍在上升，因为没有看到形势逆转的明显迹象，”野村资深政治分析师Alastair Newton表示。
“主要原因是，在希腊与欧元区伙伴国沟通过程中，我们发现对于措辞的热衷不仅仍然主导着协商，而且还完全压倒了对实质内容的重视。”
