欧元兑美元上一次触及平价水平还是在2002年11月，距今已逾12年之久。2008年7月，欧元兑美元升至略高于1.60美元的历史高点。虽然欧元区数据描绘了一幅更加光明的前景，但是欧洲央行的债券购买计划将限制利率的涨幅，从而令欧元承压。
