人民币振幅拟放宽 德国景气夯 美元疲软

受中国大陆拟放宽人民币汇率振幅、欧洲央行(ECB)称运用负利率来对抗低通膨必须非常谨慎的影响，冲击美元相对于欧元在19日走软。
嘉实XQ全球赢家系统报价显示，截至19日纽约汇市尾盘时，欧元兑美元升值0.28%至1.3536；盘中最高点1.3547平11月6日以来新高。美元兑日圆升值0.28%至100.16。欧元兑日圆升值0.61%至135.60；盘中高点(135.73)创2009年11月4日以来盘中新高。
大陆人民银行行长周小川19日在「三中全会决议辅导读本」中评论表示，将有序放宽人民币汇率波动幅度，实行有管理的浮动汇率制度；并将基本停止对外汇市场的每日指导，朝着人民币汇率自由浮动的方向发展。
Thomson Reuters报导，人民币汇率振幅加大，意味其相对于美元可能升值。Chapdelaine Foreign Exchange经理Douglas Borthwick表示，大陆过去八年来，每次宣布放宽人民币振幅，都会导致美元指数显著贬值。他并指出，让人民币更加容易兑换是这种货币获得国际货币基金组织(IMF)纳入特别提款权(SDR)一篮子货币的条件之一。追踪美元相对于六大主要货币汇价的美元指数(The dollar index)19日贬值0.2%至80.659。
除此之外，欧洲方面的消息也带动了欧元升值。彭博社报导，ECB执行理事会成员Joerg Asmussen 19日在接受奥地利广播公司(ORF)访问时表示，政策官员手边仍有对抗低通膨的选项，虽然他对负利率这种工具抱持非常谨慎的态度，但仍不会将这个选项完全排除。
德国智库欧洲经济研究中心(ZEW)周二公布的数据则显示，德国11月ZEW经济景气指数较前月52.8升至54.6，创2009年10月以来新高，经济学家的预估值为54.0。
