受法国评级下调拖累 惠誉下调EFSF债务信用评级
国际评级机构惠誉(Fitch Rating)周一(7月15日)将欧元区财政救助基金欧债金融稳定机制(EFSF)的长期债务信用评级由AAA下调一档至AA+。而这可能是因为受到了上周五(7月12日)该机构下调法国主权债信评级至AA+的连带影响。
惠誉指出，在上周五下调法国评级之后，以EFSF供资比例加权计算的欧元区整体平均主权债信水平已经难以达到AAA这一最高评级的标准，这也是该机构被迫下调EFSF评级的原因。而此后，如果法国评级被由AA+进一步下修，或者当前的欧元区AAA评级国家，即德国、荷兰、芬兰、奥地利以及卢森堡等国中有更多国家的评级再被下调，那么EFSF的债信评级还将被下修。
然而，尽管EFSF这一重要援救基金的评级遭到了下修，但惠誉却同时认为欧元区层面的财政及金融领域整合改革在此后还将进一步加深，而欧洲区的政策制定者也会在这方面继续齐心协力。因而，欧元区在未来解体的风险仍然相当地低。
