美國國會將在8月份進入休會期，而外界關注的聯邦支出預算債務上限案的商議程式也有了新的進展。總統特朗普22日宣佈，國會和白宮在激烈談判幾天後，就新一輪兩個財年的財政預算上限案達成了協議。
姆努欽本月早些時候在給國會兩黨黨團的信中寫道，“根據最新的預測，在國會重新召開會議之前，有一種情況是我們在9月初就用完了預算。因此，我要求國會在國會夏季休會之前就要增加債務上限。”
