非洲最大储油国利比亚变相增产
在经历了两年多的内战后，非洲最大原油储备国利比亚正在暗地里积极增加石油产量，如此一来，石油输出国组织(OPEC)所致力于缓和全球原油供应过剩矛盾的减产目标恐怕又将变得名存实亡。
FX678援引彭博消息显示，1月，利比亚西南部的SHARARA油田存储将从的黎波里附近的扎维耶港口运输原油近190万桶。在利比亚内战停止之前，而这与2014年底(利比亚国内冲突停止之前)，利比亚的油田产量高达900万桶/月的生产效率形成鲜明对比。
截止目前，利比亚的石油复苏丝毫并未破坏OPEC通过减产来提振油价的计划。11月30日，OPEC成员国表示将减产120万桶/天，但是由于特殊情况，一些国家(包括利比亚)获得了减产豁免权。由于尼日利亚军事组织破坏了两条以上的输油管道，允许尼日利亚实行增产；而由于今年年初刚从国际制裁中恢复过来，因此OPEC也允许伊朗实行增产。
上月，利比亚重新开放最大石油出口终端SHARARA油田，利比亚的石油产量因此飙涨至65万桶/天。由于重新开放油田，利比亚也恢复了关键港口的货物装载量。
如果继续保持下去，利比亚的10月石油产量将比北非国家多12.5万桶/天，而这正是其他OPEC成员国应该集体限产的出发点之所在。
