欧洲央行(ECB)行长德拉基11月20日在2015年欧洲银行业会议上的讲话中称，欧洲央行已准备好迅速行动以提振欧元区疲弱的通胀率，并强调调整资产购买计划和存款利率是可能的工具。该评论是欧洲央行迄今为止对于12月3日新推刺激措施所发出的最强烈的暗示。
德拉基在2015年欧洲银行业会议上的讲话中对于通胀表示出担忧，他指出所谓的核心通胀指标自2012年中期以来也处于下降趋势，对于偏低的核心通胀我们不能掉以轻心。
他表示，“评估物价稳定面临的风险情况时，我们不会忽视通胀率已经在低位保持了一段时间的事实。”
德拉基强调，“如果我们的结论是中期物价稳定目标有下行风险，我们将动用职责范围内可用的一切工具。如果我们认为当前的政策路径不足以实现目标，我们将采取必要措施来尽快提升通胀。”
对于外界最为关心的扩大量化宽松(QE)问题，德拉基再度表示，QE规模、构成或期限可以调整，以达成扩张性更强的立场。
德拉基的这番讲话流露出对于通胀的担忧，这无疑将会加深市场对于欧银12月会议扩大QE规模和进一步降息的预期，欧元随后显著承压。
德拉基讲话之后，欧元/美元短线急挫，汇价自1.0700上方跌落至1.0645，刷新日内低位。
