欧洲央行(ECB)周四公布的10月政策会议记录显示，欧洲央行再度无法现实通胀目标的风险加剧，并称目前的措施可能不够。
欧洲央行在10月22日的会议上称，尽管欧洲央行的量化宽松政策正在发挥作用，但没能从外部获得助力，因政府的改革的令人失望，而且欧盟执委会的投资计划缺乏动能。
欧洲央行表示，要么不得不承认无法达成目标，要么就需要采取更强力的措施，可能是更广泛的工具。这凸显了欧洲央行管委会内部的争论。
欧洲央行重申了其此前的立场，即做好了采取行动的准备，并将在12月3日的会议上再度审视其政策。
周四美市盘中，由于美元未能从美联储发出的准备行动的信号中获利，欧元/美元延续隔夜反弹之势，最高触及1.0742。
法巴银行在今天的一份报告中称，从美联储隔夜公布的会议纪要来看，市场对于美联储的升息前景没有动摇。这也验证了市场目前的共识，即美联储12月升息前景不会受到意外冲击，以及未来的升息的步伐将逐渐进行。
该行认为，随着首次升息时间愈加临近，因此美联储将越来越多的谈及未来的升息步伐。虽然会议纪要没有特别提及美元前景，但是我们认为美元的上升步伐，可能也会成为美联储未来升息步伐的一个重要的影响因素。
