据经济参考报7月27日援引外媒报道，备受瞩目的希腊与国际债权人的新一轮救助技术性谈判再次推迟，将于28日正式启动。尽管希腊方面透露主要是因为组织安排工作尚未协调到位，但一再延期令外界对谈判前景的担忧情绪再次升温。在希腊国内反对声浪高涨、执政党内部分歧加剧的背景下，本次谈判的形势难言乐观。
匿名希腊财政部官员25日的话称，来自欧盟、欧洲央行和国际货币基金组织（“三驾马车”）的技术谈判团队将陆续抵达希腊首都雅典，关于希腊第三轮救助协议的技术性谈判将在28日启动。之后，“三驾马车”和欧洲稳定机制的代表团团长将在一两天后到达雅典，30日之前将全部到位。报道称，一名欧盟委员会发言人未对此计划作出确认，但也表示谈判代表们将在“未来几天内”飞抵雅典。
据报道，另一名希腊财政部官员否认了此前有关希腊政府试图阻止债权人团队造访政府部门的报道，称希腊不反对他们参观总审计局。
这是该谈判第二次推迟举行时间。由于谈判地点、安保措施、代表团住宿等问题尚未落实，原定于24日举行的技术性谈判一度被推迟至27日。而据希腊官员称，此次谈判再度推迟仍是由于这些组织工作方面的问题，并非“政治上或外交上”的原因。
尽管谈判行程一再推迟，但事实上希腊与国际债权人正面临着极大的谈判压力。双方都希望能在8月20日之前敲定具体的救助计划，因为届时希腊需向欧洲央行偿还一笔32亿欧元的到期债务，如果希腊延续当前状况，将无力偿还这笔债务。就目前的情况看来，留给希腊和债权人的时间已经十分紧张。
