综合多家媒体报道，北京时间周二凌晨，欧盟首脑就希腊救助计划召开的紧急峰会落幕。欧盟认为，今晚的峰会避免了混乱而不可控的“希腊意外”（Graccident），并强调了希腊的最新提案是达成正式救助协议的积极一步。
欧元集团将于周三再次会谈，并相信周四峰会能够达成成果。周一稍早进行的紧急峰会称，今晚不会就希腊救助达成最终协议，本周四将举行另一场峰会，致力于达成最终协议。
随着紧急峰会的召开，希腊提交的最新提案的细节也开始在布鲁塞尔浮出水面。
据荷兰报社在twitter上发布的纸质资料显示，希腊削减养老金和上调销售税的幅度都有所压缩，而未来18个月的增值税则大规模上调。
希腊还接受了必须改革养老金的要求，并计划上调养老金供款及增加对退休人员的医疗供款。不过，希腊政府似乎并不会实际下调养老金比率，从而令雅典可以向人民展示，其“红线”仍岿然不动。
希腊政府向债权人提出的方案还包括将企业税率从26%上调至29%，并且，针对收入超过50万欧元的企业，将在正常税率之外，额外征收12%的一次性所得附加税。
此外，彭博社援引希腊政府官员表示，希腊政府准备重新引入集体议薪，并立法提高最低工资标准。
希腊政府拒绝了债权人提出的电网运营私有化，分拆剥离公共电力公司的要求，并且不考虑在下一批援助款项拨付之前，出售政府在国有电信公司持有的股份。
