当地时间周一(6月8日)旧金山联储(San Francisco Fed)报告中显示，虽然美国数百万的就业人员渴望一份全职工作，但遗憾的发现无论美联储(Federal Reserve)维持零利率多久，他们却只能得到兼职工作。
这类非自愿性兼职人数在经济衰退后激增，即使在失业率下降之后仍数量依然庞大。
之前，部分经济学家包括美联储决策人在内，都认为这类现象的存在显示了目前劳动力市场依然疲软，复苏之后将得以改善。因此宽松的货币政策有助于刺激劳动力需求，帮助人们找到理想的全职工作。
此次旧金山联储的报告指出非自愿性兼职人数增长的现象并不一定会按照之前的预期那样得到改善，甚至有可能对劳动力市场造成永久性的改变。
旧金山联储经济学家Rob Valletta和Catherin Van Der List一致认为：“即使经济持续复苏，非自愿性兼职人数水平依然会比衰退前高很多。”
此项发现对货币政策有非常重要的意义，因为其显示美国经济可能比我们想象的更接近充分就业的水平。
上周五公布的政府数据显示，在金融危机爆发之前，非自愿性兼职人数仅占总劳动力的3%，而今年5月已经占到总劳动力的4.25%。此报告作者发现，结构性因素已经将非自愿性兼职人数比重自2006年来提高了多达1.25%。
如果这些发现都得到证实，那之前一直被看作是偶然发生的非自愿性兼职人数增长现象应该被当作之后美国劳动力市场的新常态。
