欧盟拟加强货币市场基金监管

根据欧盟周三公布的提案，欧洲的货币市场基金可能将要比美国同行遵守更严格的法规。
货币市场基金是全球金融体系中至关重要的组成部分。这些基金买进了全球大量短期债券，为政府、企业、特别是银行提供了所需的流动性。欧盟委员会(European Commission)的数据显示，货币市场基金目前持有约五分之一的欧洲政府和企业短期债券以及38%的银行短期债券。
欧盟委员会希望所有的欧洲基金每日都对所持资产进行估值，或者划拨出至少相当于资产管理规模3%的资金作为资本缓冲，以便吸收潜在损失。该提案还制定了最低的流动资产要求，每天的到期资产至少为资产总规模的10%，一周内到期资产至少为资产总规模的20%。此外，欧盟还对基金可从事的投资品种作了限制。
最重要的是，新规定将禁止银行及其它资助了货币市场基金的机构来支撑基金的价格，以防基金问题殃及其它金融领域。
