黃紹山：總統彈劾程式啟動

此前曾經有所報導過美國眾議院在9月12日通過一項彈劾美國總統的調查決議，而近日美國眾議院正式啟動對美國總統特朗普的彈劾調查，而該調查一般是由眾議院司法委員會進行，若眾議院435席多數通過彈劾條款，那麼彈劾就可以進入聯邦參議院，再由參議院進行審判，來決定總統是有有罪，而在參議院審判時候，100席的參院必須有三分之二多數認定有罪，才能判定總統有罪並解除總統職位。
特朗普烏克蘭“通話門”
而本次事件眾議院啟動調查主因是特朗普是否尋求烏克蘭的協助，以抹黑聲勢領先的民主黨總統參選人拜登。大田環球據新聞得知一名舉報人在8月中旬對特朗普與烏克蘭總統澤連斯基的通話內容提出投訴，據報導稱特朗普與澤連斯基的對話期間，多次進行施壓要求其調查拜登的兒子亨特。同時舉報者曾說道多名白宮的高級官員參與了“掩蓋”通話記錄的行動，揭發者同時指責朱利安尼的很多做法違反了“涉及國家安全事件時理應遵守的處理常式”。
而特朗普方面則表示沒有在通話中對烏克蘭進行施壓，並認為民主黨針對他的彈劾調查是“政治迫害”。若有人需要通話的記錄，隨時可以拿出通，甚至還有美國副總統彭斯與澤連斯基的對話記錄。至於是否能夠把特朗普彈劾下臺筆者認為機會還是比較少，因為在彈劾到達參議院後定罪與解除總統職位需要67票，而共和黨參議院擁有53席，民主黨擁有45席，獨立黨派2席，因此要彈劾掉特朗普，除了所有民主黨人和無黨籍人士都要投反對票外，還需至少20名共和黨員跑票。黃金方面受到此消息影響，在當時出現避險情緒有所提振，並一度走高上漲。
