黃紹山：美國宣告緊急狀態

大田環球貴金屬據消息得知，2月15日美國總統特朗普簽署支出法案，結束了近兩個月以來的美國政府停擺，政府能夠繼續運作，但在簽署不久後，特朗普正式宣佈國家進入緊急狀態，而特朗普宣佈緊急狀態其目的當然是為了繞開民主黨，在沒有國會的批准情況下對墨西哥城牆爭取資金，但特朗普該做法目前收到不少的爭議，並且有民主黨仍未此手段有違反憲法的情況出現，並對特朗普進行挑戰。
眾議院為此發起調查
眾議院司法委員會對此進行調查，要求與此行動相關的白宮和司法官員一同出席聽證會，並在週五前提供關於緊急狀態聲明的法律檔，另外一方面德州有三名土地持有人對特朗普提起訴訟，認為特朗普的建牆計畫當中侵犯了他們的財產權。
除了該三名土地持有人對特朗普提出訴訟後，另外包括科羅拉多、康州、德拉瓦、夏威夷、伊利諾、緬因、馬裡蘭、密西根、明尼蘇達、內華達、新澤西、新墨西哥、紐約、俄勒岡和維吉尼亞州，都認為邊界並沒有危機，特朗普宣佈緊急狀態沒有絲毫道理。而特朗普方面對此則在推特上回應如他所料般會遭受到民主黨人和激進左派主導的16各州訴訟。
筆者認為特朗普為了建城牆也不惜宣佈美國緊急狀態，相信他很肯預期好自己的最壞後果是如何，但目前這事件給美元帶來的影響顯然是負面的，再加上目前美國資料方面也沒有達到應有的預期，美聯儲方面鴿聲嘹亮令美元陷入下跌境地，而非美貨幣及黃金得到不少提振的作用，再加上歐洲方面經濟前景不好及英國將將面臨無協定脫歐的情況下，基於以上都會有稍微的避險作用，而黃金此時便能體現出來，同時也繼續上漲走強。
