林幽沃：歐銀決議來襲
在10月17日剛結束的歐盟峰會不能取得理想結果，無論是義大利預算案亦或是英國“脫歐”等議題都無法達成協議。在近日，義大利預算案更加陷入僵局，義大利當局擴大赤字的做法令歐盟不能接受並要求重新編寫提交，但義大利領導層表現出強硬的立場不願意重新編寫，這種狀況令整個歐盟重新陷入危機之中，歐元出現大跌的走勢，市場對歐盟的信心逐漸下滑。
義大利預算案
歐盟委員會當日發佈公告宣佈這一決定。10月15日，今年6月上臺的義大利現政府正式向歐盟提交2019年預算案，當中一反義大利前政府的承諾，決定將財政赤字占GDP比例提高至2.4%。對此歐盟委員會在公告中稱，今年7月歐盟理事會通過的政策意見要求義大利進一步降低財政赤字占GDP比例，但義大利2019年預算案卻“不降反升”，“蓄意嚴重背離”歐盟財政政策。
歐銀貨幣政策
歐洲央行10月利率決議將重磅來襲，留意對義大利財政赤字預算問題的措詞立場，以及英國脫歐對歐洲經濟負面影響等問題。歐銀行長德拉基曾在年內的新聞發佈會上表示將逐漸退出寬鬆並且2019年有望進行加息的動作，但目前歐盟內部矛盾日益增大，導致整體發展受到嚴重的阻礙，貨幣政策能否繼續正常化需要打一個大問好。
