美聯儲分歧增加，金價有所回落

11月21日，金價出現回落，中國商務部表示外界對中美貿易協商的細節並不屬實，對市場避險情緒構成打壓。同時，美聯儲內部對未來政策的走向存在較大分歧，但都認為美國總統特朗普的“負利率”政策不可行。
中國商務部新聞發言人高峰週四表示，中美雙方經貿團隊將繼續保持密切溝通，關於協議磋商的細節，目前沒有更多資訊可以透露，但外界的傳言並不準確。
當被問及中美談判是否在採購農產品數量以及美國取消加征關稅存在分歧、年內是否能達成第一階段協議時，高峰做出上述表示。因為之前有報導顯示，特朗普稱，與中國必須達成一項他喜歡的協議，否則將加征高關稅。
兩國相互加征關稅，已導致全球貿易放緩，加大了部分經濟體的衰退風險，並擾亂金融市場。接下來要關注的日期是12月15日，美國能否在此之前取消對1560億美元中國商品徵收關稅的計畫。
美聯儲今年已經三次降息。聯儲將降息定位為“週期中的調整”，以幫助美國經濟免受貿易對峙和全球經濟增長放緩的影響，這兩個因素已使製造業、企業投資和出口受到損害。
而且官員們沒有真正考慮過使用負利率刺激經濟。美聯儲不僅在當前美國經濟仍在增長的情況下不願採用負利率，也對經濟陷入衰退時採用負利率深表懷疑。
圍繞是否應當調整其通脹策略以確保通脹率不會停留在2%目標以下太久，美聯儲也展開了廣泛討論。大部分決策者認為，可能需要做出一些調整，以確保有足夠的彈藥應對下次經濟下滑。
但部分決策者對這一程式能否促使美聯儲運作方式發生全面轉變提出疑問。決策者10月確實討論了一系列強化現有政策工具的途徑，包括如何加強前瞻性指引的使用——設計利率政策來鼓勵投資和支出、而非其他方面。
在美聯儲官員們琢磨貨幣政策方針之際，他們還討論了在下次經濟衰退時如何讓購債計畫有最佳效果，但未得出任何結論。
