歐洲央行行長拉加德：要想加息，通脹率不能低于2％。
歐洲行長拉加德表示，第三季度經濟數據有望強勁增長，預計明年一季度恢複到疫情前水平。預計通脹上升的情況是暫時的，中期通脹前景遠低于歐洲央行的目標。絕大多數官員支持調整前瞻指引，沒有討論緊急抗疫購債計劃（PEPP）的未來。9月的預測更能說明經濟前景，將影響歐洲央行未來的政策
美國或最快10月觸及債務上限
當地時間7月21日，美國國會預算辦公室表示，除非美國國會提高或暫停債務上限，否則美國可能在今年10月或11月出現債務違約。美國國會預算辦公室當天發布報告說，根據2019年8月生效的跨黨派預算法案，美國國會同意暫時取消債務上限的限制、允許美國財政部發行新債直至2021年7月31日；從今年8月1日開始，債務上限將恢複生效。如果美國國會不通過新的立法提高債務上限或者暫停其生效，美國財政部將不能繼續發行新債，只能啓動非常規現金管理措施來償還債務。
