美聯儲主席鮑威爾在發佈會上表示，美國經濟的復蘇速度比預期的要更快，但不確定是否會持續下去，而且美國勞動力市場還未實現充分就業。美聯儲還沒有出現左右為難的情況，還可以推行更多措施。
美聯儲主席鮑威爾稱，將堅定致力於實現政策目標，美聯儲今天的聲明作出重要調整，聲明調整闡明了長期前景。在新常態下，利率將更接近下限。強有力的政策指引將有助於經濟。如果出現阻礙美聯儲實現目標的風險，美聯儲準備適當調整貨幣政策立場。即使在加息後，政策仍將保持寬鬆的立場。
鮑威爾指出，過去60天經濟復蘇比預期更快，不確定比預期更快的復蘇能否持續。家庭支出已經恢復了之前3/4的降幅，財政刺激為收入提供適時的支撐，看到商業投資改善的跡象，整體活動依舊低於疫情前水準。失業率依舊高企，有數以百萬計的失業人口，不會忽視百萬級的失業人口。社交距離措施幫助延緩病毒的傳播。經濟發展將依賴於控制病毒的能力，在人們感覺安全前，經濟不大可能完全復蘇。疫苗出現前部分經濟領域會一直掙扎。廉價且快速的檢測也將幫助經濟。一段時間內，部分活動將難以恢復。
通脹遠低於2%目標。大流行給通脹構成重大影響。受疫情影響的行業需求減弱拉低了消費者物價，通脹低於美聯儲的目標。儘管一些消費品價格上漲，但總體通脹仍然遲滯。目標是讓通脹在一段時間內保持在略高於2%的水準。決策者預計還需要一段時間才能實現2%通脹目標，因為經濟疲軟給通脹帶來下行壓力。通脹“適度”並不意味著遠超2%。不希望出現高通脹，只希望平均通脹達到2%。適度超過目標並不是永久性的。
關於就業問題，鮑威爾稱，最大限度的就業是一個全面的，包容性的目標。高失業率不是貨幣政策的問題。當1100萬美國人重新尋找就業崗位時，可能需要更多的支持。充分就業不是類似通脹的單一數字。充分就業需要增加勞動參與率和薪資。充分就業將包括低失業率，高勞動參與率和更高的薪資水準。在評估充分就業時將研究黑人群體的高失業率問題。我們承諾不會忘記數百萬計的失業人口。
