美聯儲是預防性降息還是持續性降息

美聯儲通脹報告未能壓制市場對美聯儲本月降息的預測，同時美元兌換其他貨幣的走勢持續走弱，美聯儲主席鮑威爾稱，由於通脹和失業率之間的關係斷裂，降息仍存在一定空間。不過美國6月消費數據漲幅好於預期，凸顯了強勁的經濟走勢。
分析師稱，“儘管6月非農就業數據強勁且核心CPI通脹率上升，但鮑威爾釋放的信號是，我們應該預期基金利率會於7月底下調，與增長、大宗商品掛鉤的貨幣似乎從美元走弱中受益最多”。
美聯儲主席鮑威爾說起話來，開始有點兒像是“世界央行”的行長。本周在國會作證時，他再三提到全球經濟增長放緩，從而為美國放鬆貨幣政策做好鋪墊。“全球各地的增長都在放慢，特別是在製造業、投資和貿易方面，”週三他向眾議院金融服務委員會表示。他就差沒有做出本月底降息的承諾。
鮑威爾這麼說可不僅僅是因為無私。正如他自己所言，國際經濟放緩和貿易緊張局勢加劇正在影響美國國內的經濟前景。考慮到其他主要央行缺乏貨幣“彈藥”，這無疑讓美聯儲肩負起了更多支持全球經濟，防止其拖累美國的責任。美國銀行經濟學家Michelle Meyer表示，“全球其他主要央行手頭的工具有限，因而把放鬆政策、支撐全球經濟增長和金融環境的目光都聚焦在了美聯儲身上。”
分析師認為，美元是否會持續走低取決於美聯儲如何定位7月份的舉措——特別是，這是否是一個週期的開始；Browne稱，“真正重要的是，這是一次預防性降息還是一場持續的降息？如果這是一場持續的降息，我認為收益率曲線將就此顯著趨陡，我們可能開始看到美元真的滾落。”如果美聯儲採取一系列降息措施，美元兌歐元將特別容易受到影響，美元兌日元也有可能。
分析師說，美元仍將是G10貨幣中收益率最高的貨幣，這應會在低波動性/利差的環境中為美元提供支撐。分析師，隨著市場已經完全消化了“保險性”降息，在美聯儲7月份會議之前，美國國債收益率曲線可能趨於平坦。Leow傾向於認為美國2-10年期收益率曲線趨平。
